From what I've read this project (HAARP: High-frequency Active Auroral 
Research Program--the use of large electromagnetic "weapons") has the 
potential to:

1. move the atmosphere up in places (to put "drag" on missiles, etc.)
2. block radio waves in a certain area
3. manipulate the weather
4. disrupt mental functions of people 
5. release as much energy as nuclear weapons without radiation
6. produce earthquakes
7. manipulate ocean waves

Along these same lines, I recently saw a TV program (Discovery Channel) 
that was showing the newest non-violent weapons being developed to be used 
by the police for crowd control and for terrorist activity. One of these 
"weapons" was the ability to violently shake the insides of a person to 
the point that they lose control of their bodily functions. The police are 
outside a building and do this to the people inside.
